A lot of people seem to be mystified by this drawing so let me try to interpret and investigate it the best I can.
It appears he has a robotic left hand, although he may be partly robotic in other places he shows no other indications of being a cyborg and judging by the incomplete robot behind him I would guess he is some sort of robotic engineer or repairman.
The clock time seems to be confusing a lot of people as to whether it is actually tracking the year since 2042 is in the near future instead of daily time. I believe however that the clock is displaying 24-hour time as oppose to 12-hour time, and it would make since because 24-hour time is actually in standard use internationally aside from the US.
If you examine the background you will notice several different looking robots blended into the background, perhaps their difference in design means they serve different purposes or maybe this engineer is more artistic than utilitarian. And if you examine the cylindrical machine to the top left it seems it has a facial expression of joy, suggesting either this man is insane and believes the machines he creates are people with feelings or maybe it is possible that in this futuristic setting machines have the ability to feel emotion.
The man's attire as well as the darkness of blue from the window suggests it is early morning and the sun is just rising. He might have insomnia and probably has a quirky and dysfunctional personality, to what purpose this analysis has IDK i just thought id mention it.
Anyway I love the style of this picture, the sparing use of color, and especially the actual content of robots and insane mechanics, in a way I can relate to this man.
